Development Plan, Balmorhea State Park, July 19, 1937
Architect F. W. Digby-Roberts drew the basic plan in July 1937 and updated it in late March 1940. It was common practice to show progress and to highlight further needs on basic plans, and use them as "development plans." Designers usually revised them at predictable times—when they wanted the camp and its work to be extended for another six-month period.
